Short response: no it is not.
Extensive response: Silverlight could be a cross-browser, cross-platform and cross-device plugin, however it is only available for Window and Mac and not for any other platform. Therefore far from cross-platform. Also cross-browser is in my opinion highly overrated. It will work in most browsers, although I wonder if it works in iCab, Minimo or Omniweb.
